Allocation keys under BetrKV and § 556a BGB
Living space, co-ownership share (MEA), number of occupants, consumption, number of residential units — freely combinable per cost type. Unless the parties have agreed otherwise, metered consumption takes the place of living space (§ 556a para. 1 BGB).
Automatic tenant change

Frequently asked questions about the operating cost statement
Which allocation keys does Savanika support?
All keys provided for by law: living space, co-ownership share (MEA), number of occupants, consumption (water, heating), number of residential units and individually defined keys. A separate key can be chosen for each cost type. For consumption-based costs (e.g. water, waste) consumption takes priority — but only where the parties have not agreed otherwise: the proviso in § 556a para. 1 sentence 1 BGB governs sentence 2 as well.
How is a tenant change within the billing period handled?
Savanika allocates the costs day-accurately between the previous and new tenant, derived from the start and end of the lease. Heating costs are split according to the degree-day table; the remaining operating costs pro rata temporis. The split therefore follows from the contract data and does not have to be entered by hand.
Which details does the statement carry?
The four details that BGH case law requires as the minimum content: a compilation of the total costs, the statement and explanation of the allocation key, the calculation of the tenant's share and the deduction of the advance payments made. Balance and document reference are added on top, without belonging to that minimum. Savanika puts the statement together — the review of it, and the responsibility for it, lie with the property management. Heating costs are distributed under §§ 7 to 9b HeizKV; a PDF attachment of all supporting documents is enclosed on request.
Can advance payments made be offset automatically?
Yes. Advance payments are posted monthly to the tenant account and automatically offset in the annual statement. At the same time Savanika creates an adjustment recommendation for the next period under § 560 para. 4 BGB — as a claim or credit on the tenant account.
How do the metering service's figures (Techem, Brunata, Minol, ista) reach the statement?
The annual statement is read in as a PDF. Heat quantity per apartment, hot-water costs and the base cost share are extracted and shown before they are taken over. There is no programming interface to the metering services; alternatively the amounts can be entered by hand.
Is document review by the tenant supported?
Yes. Via the tenant portal, tenants gain access to all PDF documents of the billing period (incoming invoices, heating cost statement, maintenance contracts). The right to inspect the documents is in § 556 Abs. 4 BGB; under sentence 2 they may be provided electronically — so no copies have to be sent out.
How do I hand the bookkeeping over to the tax advisor?
Via the CSV export. All entries are automatically recorded to SKR accounts (03 or 04) and can be handed to the tax advisor as a CSV file.
