Heating cost billing under HeizKV §§ 7–9b — right inside the system

Under § 7 HeizKV, at least 50 % and at most 70 % of heating costs must be billed on a consumption basis — the remaining 30 % to 50 % by living or usable area (base costs). Savanika supports any consumption share between 50 % and 70 % and checks that the chosen key stays within that range.

If hot water and heating are supplied by a shared system, the costs must be separated (§ 9 HeizKV). The heat quantity has to be measured with a heat meter; only where that would involve unreasonable effort may it be determined using the formula in § 9 Abs. 2 HeizKV: Q = 2.5 × V × (tw − 10), the result in kWh per year, where V is the hot water consumed in cubic metres and tw the average hot-water temperature in degrees Celsius. Savanika calculates both routes and uses the measurement whenever metering data is available.

Yes — as a PDF. The metering service's annual statement is read in; heat quantity per unit, hot-water share and base costs are extracted and shown before they are taken over, so you can compare them with the paper document. There is no programming interface to the metering services; if you prefer, you can enter the amounts per rental unit by hand.

If an interim reading is available for the date of the change — under § 9b Abs. 1 HeizKV it is the building owner who has to take it — Savanika calculates the consumption-based costs from the readings and the base costs by degree days. If there is none, Savanika splits the entire heating costs under § 9b Abs. 3 HeizKV by the same standard as the remaining costs: by degree days or pro rata by time. Degree days are preset — this assigns the higher winter consumption to whoever occupied the winter months.

Under § 9a HeizKV, consumption is determined by a substitute procedure where it cannot be properly metered because of a device failure or for other compelling reasons — from the consumption of the same rooms in comparable periods, from comparable other rooms in the same period, or from the building average. That value takes the place of the metered consumption; Savanika flags the item concerned. If the failure affects more than 25 % of the floor area, § 9a Abs. 2 HeizKV requires the whole statement to be billed by area. The 15 % reduction right under § 12 Abs. 1 HeizKV only arises where, contrary to the regulation, billing is not based on consumption at all.

Yes. The heating cost statement presupposes the actual consumption — § 7 Abs. 2 HeizKV bills the costs of the fuel consumed and of its delivery, and without opening stock, purchases and closing stock that figure cannot be determined; towards the tenant it has to be substantiated by the statement under § 556 Abs. 3 BGB and by receipt inspection. Savanika records the opening stock at the start of the period, every fuel purchase with date, quantity and price, as well as the closing stock at the end of the period. The average fuel price is calculated as a weighted mean — the basis for the heating cost statement.
